Why this matters now
By April 24, 2026, local governments with populations over 50,000 must ensure web content and mobile apps meet WCAG 2.1, Level AA standards. Smaller entities have until April 2027. These regulations apply to libraries of all types—academic, public, school, and state agencies—and specifically impact electronic interlibrary loans, such as scanned book chapters, journal articles, and born-digital materials.
