Background
On April 24, 2024, the federal government updated the regulations for Title II of the Americans with Disabilities Act (ADA). State and local governments must ensure that their web content and mobile applications meet WCAG 2.1, Level AA by either April 24, 2026 (for local governments with populations over 50,000) or by April 24, 2027 (for everyone else). This affects libraries of all types and sizes - academic libraries, public libraries, school libraries, state agency libraries, and others.
Interlibrary loans that are delivered electronically fall under these new regulations. These would include scanned copies of physical materials, including book chapters and journal articles, as well as electronic copies of born digital materials, such as ebooks and electronic journal articles.
While the regulations do allow for exceptions, the American Library Association has expressed skepticism that ILL materials will meet those exceptions.

- The current state of ADA Title II requirements, and how they specifically apply to interlibrary loan.
- How libraries across the state are responding to these new requirements (be prepared to share what your institution is doing).
- The Minitex resource sharing plans, and how we can all work together to effectively plan for, and continue to work toward, ADA compliance.
