Minitex is committed to ensuring people with disabilities can access our website and digital content. In accordance with state and federal law, all digital content produced by Minitex intends to meet compliance with WCAG 2.1 AA by April 24, 2026.
Minitex is also committed to the accessibility of databases we license for eLibrary Minnesota (ELM); these databases will also be expected to meet or exceed the standards of this policy. We have gathered Accessibility Conformance Reports (ACRs) and additional accessibility information from the vendors whose content Minitex licenses for ELM.
Minitex will, on an annual basis, request updated ACRs from ELM database vendors, review database accessibility, and use the results of these reviews to address compliance issues with vendors.
Minitex has preferred language for addressing accessibility in licenses. In the case of a user discovering an accessibility issue in one of the ELM databases, please fill out the ELM contact form, and Minitex will work with the user and the vendor to address the issue to ensure the user is able to access the content.

LearningExpress Library
EBSCO highlights the following LearningExpress product features that support accessibility:
- Transcripts for video
- Alternate text—page titles and image descriptions
- ARIA landmarks for screenreaders
- Access keys for keyboard navigation
EBSCO have not updated their publicly available Learning Express Accessibility Conformance Report (ACR) since August 2021.
PebbleGo and PebbleGo Next
Capstone indicates that PebbleGo and PebbleGo Next products are Section 508 and WCAG 2.0 AA compliant. They highlight the following features to support accessibility:
